In short
Where the Ganga reaches the sea, and the saying is that every other pilgrimage is worth doing twice.
The story
Sagar Island is the end of the river, a hundred kilometres south of Kolkata and reachable only by boat. Kapil Muni's ashram is there, and the Puranic story of the sixty thousand sons of Sagara burnt to ash and freed when Bhagirath brought the Ganga down ends at this spot. On Makar Sankranti the bathe is taken where the fresh water meets the salt.
Why it matters
The old line - sab tirth bar bar, Ganga Sagar ek bar - is about how hard it is to get to. It is the only major tirtha in India that cannot be reached without crossing water.
